The build: wood, a car seat, and rope for a steering wheel
The bill of materials is refreshingly short: two 2x6x8 boards, a 2x4x8, some plywood, two sizes of wood screw, four wheels, and threaded rod with the nuts, washers and bolts to hang them. Add a salvaged car seat and a length of rope and you are basically there. Tool-wise you need a drill, a miter saw, a tape measure and a Sawzall with a metal blade for cutting the threaded rod. That is it - no welder, no grinder, no angle iron.

Be clear-eyed about the steering, though. There is no steering wheel and no linkage - you pull a rope tied to the pivoting front board, which turns the whole front axle. It works, and kids get the hang of it fast, but it steers like a sled, not like a kart.
